This video captures the moment that London police tasered a man wielding a knife outside of Buckingham Palace on Sunday- bringing the Changing of the Guard ceremony to a quick halt. According to The Telegraph, the man is 54-year-old Talhat Rehman. Rehman was later charged with two counts of possessing a bladed weapon in public and one of affray. He will appear at Westminster Magistrates' Court on Monday.
