Heavy rains from Tropical Storm Debby are drenching parts of Florida. As you see in this dramatic video, people are dealing with heavy flooding. The storm has already killed at least one person after a tornadoes struck central Florida this weekend. Governor Rick Scott is calling a state of emergency to get cities the help they need. The National Hurricane Center said as of 10 Monday morning, Debby was centered about 75 miles south of Apalachicola in the Florida Panhandle. It's expected to make landfall later this week. Forecasters say the storm could dump between 10 to 25 inches of rain on northern and central Florida.
