A police officer in Helmetta, New Jersey is under investigation after being caught on camera making a very bold statement, saying he didn't have to follow the Constitution. Special Police Officer Richard Recine confronted Steve Wronko, who Recine said "alarmed" workers in a government building because he was taking pictures on the property. Wronko said he was investigating his local animal shelter.
