The incident begins when a driver tries to get out of a parking spot he's stuck in because another car is horizontally parked in front of his. When the driver of the double-parked car doesn't move quick enough, the driver of the blocked car decides it's time to take matters into his own hands by repeatedly ramming the other car until he can drive out of the space.
